Types of Free Trade Zone Users

Operator User

An auxiliary of the customs public function, responsible for managing, administering, supervising, promoting, and developing the Free Trade Zone, as well as qualifying Free Trade Zone users and ensuring compliance with the Free Trade Zone regime.

Industrial Goods User

Authorized to produce, transform, process, or assemble goods through the use of raw materials, inputs, or semi-finished products.

Industrial Services User

Authorized to provide services from or within the Free Trade Zone, including logistics, packaging, repackaging, labeling, classification, administration, and other related services.

Industrial Goods and Services User

Also known as a dual-qualified user, this type of user is authorized to carry out both industrial goods and industrial services activities within the Free Trade Zone regime.

Commercial User

A legal entity authorized to carry out marketing, commercialization, storage, distribution, or preservation activities involving goods within one or more Free Trade Zones.
